Well, for example this one is model from DiRT Rally 2.0 it seems, so there is just the import to RBR. But i recommend Blender for modeling, it´s free and it is great software :)
I also recommend Blender, it is little tricky to learn the basics, but very enjoyable if get used to work with it. It is extremely lightweight, stable and versatile piece of SW which you can use also for creating other stuff like tracks.
